Rwanda Dairy Competitiveness Program II

Land O’Lakes International Development (LOL), a division of Land O’Lakes, Inc., callsfor interested organizations to submit concept papers for grant opportunities in theLOL USAID-funded Rwanda Dairy Competitiveness Program II (RDCP II).The Goal of RDCP II is to reduce poverty through expanded marketing of quality milk and value added dairy products both domestically and regionally generating increased income and employment.

Prospective applicants must demonstrate interest and competence in the following grant category:

- Business Innovation Grants: to buy down the risk of introducing and/or bringing to scale new services and technologies that address specific business growth and development needs and opportunities with participating dairy-related farms and enterprises.
- Competitive Service Subcontracts: to mobilize the provision of training and technical assistance and stimulate utilization of commercial business development service providers in the dairy sector.
- Institutional Capacity Building Grants: to build the capacity of public or private institutions directly involved with Rwanda dairy sector and dairy industry associations and public bodies who interact with the dairy sector.
- Competitiveness Investment Fund: to support competitiveness-enhancing research and policy reforms as well as to catalyze industry investment and financing in dairy sector

Deadline for submission of concept papers: July 27, 2012 - 5:00 P.M. Kigali time.

Area of operation (17 districts): Kigali city: Gasabo and Kicukiro; Eastern Province: Bugesera, Gatsibo, Kayonza, Nyagatare and Rwamagana; Northern Province: Gicumbi, Musanze and Rulindo; Western Province: Nyabihu and Rubavu; Southern Province: Gisagara, Huye, Kamonyi, Nyanza and Ruhango.

Eligible organizations are:
- Directly involved in Rwanda dairy sector
- National and private dairy sector businesses
- Local trade and other professional associations and cooperatives in the dairy sector
- Local NGOs and faith-based organizations and community-based organizations in the dairy sector
- Organizations and business entities legally registered and existing under the laws of the Government of Rwanda
- Newly established business entities that demonstrate the capacity to comply with all civil, fiscal, and government regulations, and have begun the registration process.
- Organizations that integrates women and men
- Women “real” owned organizations.

Not eligible
- Individual person
- International NGO
- Organization not involved in the dairy sector.

Selection criteria

Design and Execution of the Proposed Activity – The organization must clearly describe the goals and objectives and how they will be reached; describe program approach and how activities will be implemented;and demonstrate good understanding of dairy sector needs that will be addressed and ability to build on previous achievement in the program area.

Project Management – The organization must demonstrate technical and administrative capacity to manage and implement the proposed program and ability to report on the use of funds.

Institutional Capacity and Past Performance – The organization must demonstrate its organizational capacity and previous achievements in programs related to the dairy sector, experience and track record (organization and key personnel) in the proposed area of work.

Cost Share – The organization should demonstrate the capacity to raise at least 20% as cost share either in kind or in cash.

Grant size

The size of the Sub-Grant will depend on the number of successful applications but one grant will not exceed 70,000 USD.

Application process

Applicants are required to submit concept papers in the format given in the Annual Program Statement (APS) which will be reviewed by the RDCP II Grant Evaluation Committee. RDCP II will notify short-listed applicants via email or by telephone to request full proposal (application) submission.

Applicants should not prepare full proposals (applications) unless the RDCPII Chief of Party specifically requests them to do so.

N.B.: Women organizations (Associations, Cooperatives, and CBOs) are highly encouraged to apply.
